In the Marianas Variety today, an article published by Junhan B. Todeno wrote on the issues for FAS citizens married to foreigners, now Immediate Relative (IR) status to FAS citizens on whether the NMI immigration will look into their fate with the U.S. Federalization movement.
A few online comments indicated heinous remarks on telling these people to leave. No doubt we have been affected in more ways than the medical treatment benefits, the foos stamp programs, dental benefits, medicare, housing, etc. in general, but here is another way of looking at heir presence in the islands. I stress this post on the basis of current economical conditions today.

Wayne....left Saipan April 2007 and the family joined me in the Summer of '07. That's a total of 6 Natives leaving for greener pastures. With Austerity Fridays and additional salary cuts with monthly bills staying the same and the threat of contract not being renewed because of political party affiliation, I had to search for better times away from home. Still missing home though....
De-lurking you.....
You are absolutely right. And when the population dwindles. costs of services and goods will rise due to a smaller amount of people to cover the cost to bring the goods or services to the CNMI. A solution can be had. Address Article XII. Or let me rephrase that, Eliminate Article XII. Ask Ricky Delgado and many businessmen on island how this will help revive the economy. Many articles have been written in the papers about the positive impact it will have on preventing more brain drain from happening.
Dave and John, thanks for your comment. Article 12, yes, I do see where this causes a problem, but I do see it has it pros and cons as well.
On the topic of the exodus of "locals", it is akin to "carrying capacity", but what the hell do I know. I kid you not, I think I attended a dozen farewell parties in 2008. It hurts. Damn, I need a drink.
